National Geographic Information System


        The National Geographic Information System(NGIS) is the system of geographic information for the whole nation that serves as a comprehensive repository of geospatial data pertaining to all the provinces of the nation. It integrates various nationwide data with spatial properties. In 1990, Ministry of Interior established the NGIS Steering Committee and organized different governmental departments accordingly. A consistent standard of graphics (e.g. cadastral maps, city project plans, public pipeline map) and attributes (e.g. text, numbers, symbols) was set up. Such a spatial data infrastructure facilitates attaining the objectives of integrated geographic information system and distributed database. 


        The Ministry of the Interior established the "NGIS Steering Committee" in 1990. Between 1998 and 2003, the "NGIS Spatial Data Infrastructure Plan" was drafted and subsequently implemented. Between 2004 and 2007, the“NGIS Spatial Data Infrastructure Plan (phase 2)” was implemented as well. In the late 2006, NGIS Steering Committee was promoted to the charge of the Council for Economic Planning and Development, Executive Yuan. The NGIS Steering Committee drafted the “NGIS Spatial Data Infrastructure Plan for 10 years (2007~2016)” The project was subsequently approved to implement. The establishment of the geospatial data infrastructure was made possible due to the coordinated efforts among industrial, official, and academic circles. 

       Following the development of land surveying and mapping technology and increasing application requirements, the goverment tried to establish a spatial data supply website and various web mapping services. it builded up the foundation of web supplying channel for land surveying and mapping data. The Executive Yuan approved "Implementation of Smart Land- Land surveying and mapping data update and maintenance plan (2016-2020)", and it will excute "Forward 3D Smart Land- Building a National Base Map Spatial information Infrastructure Plan (2021-2025)" consequently . Therefore, NGIS is toward developing web mapping services and achieveing the goal of smart land.



        The "NGIS Steering Committee" of Executive Yuan is the highest management unit in the hierarchical framework. From 1990 to 2005, the Ministry of the Interior was responsible for convening the Steering Committee. After 2006, the Council for Economic Planning and Development, Executive Yuan assumed charge of the NGIS Steering Committee. NGIS Steering Committee meetings were organized periodically to delineate the overall plans and to coordinate the functioning of various government organizations. The Information Center of Ministry of the Interior is responsible for system standardization and data warehousing. It also assists in drafting the policy and overall plan, and provides technical and administrative support.
